In early 1992, former Soviet banks were incorporated into the National Bank of Azerbaijan; The 1992 Law on Banks and Banking Activity and the Law on the National Bank established the NBA as the top level of the new system and commercial banks (state and private) on the second level.

Shareholders of Bank are the State Concern "Azal-Azerbaijan Airlines" and physical persons. From National Bank of Azerbaijan Republic has been given the license under number 175 from January 06. 1994 for conducting bank activity. Since March 17, 1995, the bank is a member of associations Baku International Currency Exchange and the member of Association of Banks of Azerbaijan since April 09, 1996.

Ata Bank  
AtaBank OJSC founded in Baku in November 1993 by resolution of the shareholder's meeting. Registered as a Commercial Bank on the 13 January 1994. AtaBank has become a member of the Baku InterBank Currency Exchange since July 1997 and founder of Baku Stock Exchange since June 2002. In 2001 Bank became a member of "SWIFT" and "AZIPS" payment systems. In July 19, 2003 AtaBank OJSC opened branch in Khachmaz city and in August 9, 2003 opened next branch in Ganja city. Since November 2003 AtaBank OJSC had been joined to Western Union system and opened the payment centers in its Head Office and branches.
